I can only find a definition for "same" in the spec. You're referring to the editors' draft, http://dev.w3.org/csswg/css3- layout/ (Which is fine, the Working Draft is indeed a bit out of date. But I'll probably not have time to update it soon, not before July at least :-( ) That 'next' is an error. There is no keyword 'next' on 'flow'.
