Hi Omar,
This idea was considered for Conditional CSS Level 3 but was dropped because
of lack of time, and will probably be reintroduced in the Level 4. If you
want an idea of what the specification looked like, go to
http://dev.w3.org/csswg/css-conditional/ and view the document source to
look at the commented <h2 id="at-document"> and the following paragraphs:
the rest of the text covers the feature you would like to add, I think.
