[css3-transitions] outline-offset transitioning as <integer>

Shane noticed that outline-offset was written as transitioning as
<integer> in the table at the bottom of the spec.  This was obviously
a typo for <length>, so I've fixed the spec accordingly.  This is just
a heads up.  ^_^
