I'm not sure which specification you're referring to, but what I can say is that "initial" and "default" are CSS-wide keywords which are defined in CSS Cascade L3: http://www.w3.org/TR/css3-cascade/

Subject: [css3-layout] Definition of flow property keywords
Section 3.1 of CSS Grid Template Layout Module refers to keywords of "initial", "default", "same", and "next" for use with the flow property. I can only find a definition for "same" in the spec.
