[css3-text] Broken link and images

The link to the CSS Text Decoration draft[1] inside the CSS Text draft[2]
is broken.
Also the illustrations in the decoration draft are all not shown, because
they are still lying under http://dev.w3.org/csswg/css3-text/.
Furthermore it's missing a table of contents.
