[css3-break] 4.2 column and region breaks

Section 4.2 contains definitions of various types of breaks, and contains
this text for both column and regions breaks:

  Note that if the X boxes are on different pages,
  then the break is also a page break.


I suggest adding this text to the column break definition:

  Note that if the column boxes are in different regions,
  then the break is also a region break.
