This blog post is nice, but for another audience. It compares to preprocessor variables, describes use-cases and gives arguments in favor of your proposal; but barely touches the previous draft. Some parts of the post apply equally to the draft, others are in opposition. There is no help to know which. What would help *here* is more like a summary of the output for a `diff` command. Many of use here have carefully read the draft. Could you save us the trouble to do the diff in our heads? (Such mental-diffing is very tedious and error prone, at least for me. I routinely miss important points when comparing CSS3 modules to the matching parts of CSS 2.1) (Side note: I find using color for emphasis confusing, especially on whole paragraphs at a time.
