I’d like to suggest to add a value either to ‘<spacing-limit>’ or to ‘letter-spacing’ itself, e.g. ‘auto’, which enlarges inter-character distances by a sensible amount to be useful for emphasizing the words thus styled. The value would probably not be as useful for ‘word-spacing’. Rationale: In some scientific fields, e.g. linguistics, italics are reserved for special purposes and boldface inline is frowned upon (or unavailable for other reasons), therefore letter-spacing is a valuable next resort for highlighting short spans of text (and it’s often not worse than underlining and also more readily available than true small capitals). The exact amount of added space is not important, as long as the emphasis is visible.
