The feedback we got from fantasai on the css3-regions spec was to remove
these sentences, as sections are presumed normative.

  Features at Risk

There are eight features listed in this section, but only two
(text-overflow:<string> and {1,2}) that have a note pointing out the risk in
the relevant section. Should the other at-risk items have notes in their
sections?
