I have never edited a spec by this working group (and iirc never edited 
a spec at all).  I just get stuck having to implement them.

Except for all the people who are not spec editors but prefer mailing 
lists, I guess.  No true Scotsman....

I'd love to see some data here.  But I'd also love to see a mechanism 
which makes it easier for people to participate in this list casually 
without making it so hard to use for spec work that the spec work simply 
moves elsewhere, which is what trying to use a forum for spec work would 
cause to happen.
