[cssom] CSSStyleDeclaration

CSSStyleDeclaration should have a getter that "supports indexed  
properties".

The spec says that CSS style declarations are ordered, but it doesn't say  
what the order should be. Please specify the expected order. Also consider  
declarations that override previous ones, including aliases.
