That should be the goal; Authors not using prefixes in production sites *at all*. But to achieve that, "stable-for-common-use-cases"/stable-syntax-properties must be unprefixed as quickly as possible and edge cases resolved as quickly as possible (after the unprefixing). (Also, vendors shouldn't put prefixed stuff into stable releases. But sadly, that's not an option..)
