Who's going to work on this? IMHO, it is a) hard and b) essential to have
interop on *before* regions and other "fragmenters" get popular, which
could be soon after experimental implementations ship.

We've survived without interop on vertical breaking for a long time, but I
think only because Web designers don't strive for exact page layouts in
most cases, and haven't used multicol much for various reasons.
