[CSSWG][css3-images] CSS3 Images published as Candidate Recommendation

The CSS Working Group has just published the "CSS Image Values and
Replaced Content Module Level 3" as a W3C Candidate Recommendation.

W3C recommends that you use these new features and, especially, implement
them in software. Let us know about problems you find in the specification
when you do that.

The specification will remain a Candidate Rec for at least six months,
in which time the working group will collect a test suite and prepare
an implementation report. If all goes well, i.e., there are sufficient
implementations and no major problems, the next step after that is
Recommendation.
