I'd love to reference the URL draft, but I have no idea if it's complete enough to replace our current reference. Is it? If so, I'll gladly switch over to it. If there's an appropriate URL to use for an always-invalid document, I'm fine with specifying that unparseable url-type attr() resolves to that. ~TJ
