I believe the reason why they have been mapped to U+2015 was to “make sure” (so to speak) that there will be no gaps between the two halves of the CJK two-em dash (which technically isn’t really a two-em dash when set horizontally but close enough). In practice, even two U+2015 glyphs won’t guarantee an unbroken horizontally line.
