Usually, punctuation allowed to hang by the hanging-punctuation property[1] are not allowed to break lines before them, so theoretically speaking, the UA has choices either: 1. Hang them outside the end edge 2. Wrap them to the next line along with characters before them up to previous break opportunity The spec should state that UA should choose 1 if either is possible.
