[CSS21] 12.4: minor clarification (editorial)

  # The counter-reset property follows the cascading rules.

This sentence gives the impression that there are CSS properties that
don't follow cascading rules.  In order to avoid giving that impression
(and have the reader spend time tring to find out whether or not a given
property follows cascading rules), and assuming that there aren't any CSS
properties that don't follow cascading rules, I suggest removing the
first sentence, and modifying the second to say:

  | Note that due to <a href="cascade.html">cascading rules</a>, ...
