Unfortunately, the algorithm is different from the one written in the current spec, which is probably for Chinese, so the feedback ended up more than just a list of code points. I also merged Japanese portions of feedbacks made to www-style in the past, one from Microsoft[1], the other is from Murakami-san[2]. Since the two proposed slightly different things from each other, I had some discussions at W3C Japanese ML <public-html-ig-jp@w3.org> and at some groups in Japan. I think we reached a good level of consensus. There are some issues left unfortunately. I don't have much time to work on them now, but I hope the attached document gives you good enough information to design @counter-style, and with that done, I'm hoping to work on resolving issues in not-so-far future.
