Thanks, I was keyword searching the color spec for 'integer' and 
'fraction', should have looked in the syntax module.

I can't see any difference between hsl(210,50%,13.3%) and 
hsl(210,50%,13%) but that doesn't tell me whether there ought to be, or 
whether the browser is just rounding to 13% in both cases.
