The CSS WG just published a new Candidate Recommendation of the CSS Backgrounds and Borders Module Level 3 and invites implementations: http://www.w3.org/TR/2011/CR-css3-background-20110215/ The W3C Director reviewed the comments on the last draft and concluded that the specification was mature enough. In fact, there are already several experimental, partial implementations in various products. This draft contains the features of CSS for creating borders and backgrounds. Features in level 3 that are not in level 2 include: borders consisting of images, boxes with multiple backgrounds, boxes with rounded corners and boxes with shadows. The specification was already CR once before, in early 2010. Based on implementation feedback a few things were changed. The WG also took the opportunity to add the 'box-shadow' property back, which wasn't quite ready a year ago.
