sure seems that * if it's a "style of speaking" question, then it belongs in a style sheet. * If it's a "say this as the spoken equivalent of this text" it belongs in the markup. "style of speaking" could be named styles with well-defined meanings, but I don't know any (not even "speak this in british RP english style"), or it could be "when 'tomato' appears, say tom-eh-toe, when aluminium appears, say 'al-LOO-min-um', ...". trying to mix the two (notably, putting specific "say this" into the markup) seems fraught with possible error.
