[cssom-view] Updated draft of CSSOM View Module

The CSS WG published an update of the CSSOM View Module:

Rather than adding features to the "DocumentView" interface of DOM 
Level 2 Views[1], this draft extends the "Document" interface of DOM 
Level 3 Core[2].

"Media" is now "MediaQueryList," "ScreenView" became "Window," there are 
changes to the definition of scrollHeight/scrollWidth, there is a new 
CaretPosition object, and several smaller changes.
