So, how you end up publishing a LC is irrelevant to getting to LC. Riiight. You're as subject
to these rules as everyone else and I want to get a rough idea of the timeline we're talking 
about. If you mind my asking, that's too bad. The question stands.

way since around TPAC. ('persistently agitating' and all that)

How does asking a simple process imply this needn't happen ?
