[css3-transitions][css3-animations] times written as '0'

The definitions of 'transition-duration', 'transition-delay',
'animation-duration' and 'animation-delay':
http://dev.w3.org/csswg/css3-transitions/#the-transition-duration-property-
http://dev.w3.org/csswg/css3-transitions/#the-transition-delay-property-
http://dev.w3.org/csswg/css3-animations/#the-animation-duration-property-
http://dev.w3.org/csswg/css3-animations/#the-animation-delay-property-
mention '0' as a value for the property (both in the "Initial Value"
field and in the prose). Times in CSS require units, so they should
instead mention '0s'.
