Well, neither do I!

The current language in the spec led all three of the publicly available 
implementations I'm aware of based on that language to conclude that the 
spec requires z-index to be supported on transformed elements.

So either the spec meant to require this (and should say so clearly) or 
the spec did not mean to require this (and the current language is 
horribly misleading and should be fixed).

This thread is just about finding out which is the case.
