The wording of those testcases may be confusing and it opens the door to interpretation. "below" can be safely removed and then "to its right side" can be added. (Also, "solid" may not be the best descriptor here. The blue line is vertical, thick and short.) E.g. for http://test.csswg.org/suites/css2.1/20101001/html4/border-collapse-applies-to-001.htm it could read like: "Test passes if there is a short thick vertical blue line and, to its right side, a dotted orange line."
