[cssom] serializing Selectors

Hi there,

Based on Anne's initial work, I have rewritten section 4.2 about
selectors' serialization. It defines a few missing things (commas
in a group of selectors for instance) and fixes the serialization
of :not(). It also simplifies the serialization of a selector.
