These are consistent with the shorthand property 'writing-mode' value lr-tb, tb-rl, etc. Note that the 'writing-mode' is not only used in CSS but also in other W3C specs, XSL-FO and SVG, we should not change the its values. 2nd reason: In Japanese, the terms "左横書き" (hidari-yoko-gaki = left-horizontal-writing) and "右縦書き" (migi-tate-gaki = right-vertical-writing) etc. are used.
