Agreed.  I don't think there's any reason to say that the
non-referenced margin boxes don't exist.  (I suspect it would simplify
implementation a bit, too.)

At most, perhaps say that they aren't instantiated if *all* of them
have no content.  I have no opinion on whether that's necessary or
not, though.
