I just looked at

http://www.w3.org/International/tests/tests-html-css/tests-selectors/generatexml?test=17&serveas=xml
http://www.w3.org/International/tests/tests-html-css/tests-selectors/generatexml?test=18&serveas=xml
http://www.w3.org/International/tests/tests-html-css/tests-selectors/generatexml?test=17&serveas=xml
http://www.w3.org/International/tests/tests-html-css/tests-selectors/generatexml?test=18&serveas=xml

The backgrounds are green, red, green, red in that order. The two green
ones seem to be correct to me (though it looks like you've changed the
namespace you use in the tests since you posted this). The red are
because Gecko special-cases the "xml" and "xmlns" prefixes; in this case
it's just a bug. Filed https://bugzilla.mozilla.org/show_bug.cgi?id=520563
