[CSS21] Outline versus border edge

Hello all,

The latest CSS 2.1 spec says

"
The outline may be drawn starting just outside the border edge.
"

One of the previous CSS 2 version was saying

"
The outline is drawn starting just outside the border edge.
"


Why the "is" was changed to "may be" ?

My opinion is that the previous "is" should be reinstated, restaured in
CSS 2.1, section 18.



CSS3 Basic User Interface Module, 8.5 'outline-offset' property says

"
By default, the outline is drawn starting just outside the border edge.
"

If the "may be" remains in CSS 2.1, then CSS 3 outline-offset property
definition should change

initial: 0

to

initial: user agent dependent

Either way, whatever is decided, some verse should be updated to reflect
this.
