[css3-transitions] transitionend events on pseudo-element transitions

When a transition completes on a :before or :after pseudo-element,
should:

 (a) a transitionend event fire, targeted at the element (and thus
 indistinguishable from a transitionend event for the element)

 (b) no event fire

 (c) something else?
