OK, let us agree that there /are/ situation in which one might reasonably want to inhibit both page and column breaks within a single element, but that such constraints need to be exercised with considerable caution, since the potential difficulties in page makeup increase dramatically as the element's length grows. In general, however, I would imagine that such constraints are better tackled from a different perspective, inhibiting breaks /between/ certain elements whilst at the same time allowing breaks /within/ the elements modulo the necessity to avoid (where at all possible) widows and orphans (or clubs lines, as some term the latter).
