[CSS21] Fixed position boxes in Paged Media

Section 9.6.1: "For paged media<http://www.w3.org/TR/CSS21/page.html>, boxes with fixed positions are repeated on every page. This is useful for placing, for instance, a signature at the bottom of each page."

This doesn't cover the scenario where a fixed position box is too big and/or not visible in the initial containing block.

Add to this: "Boxes with fixed position that are larger than the page box are clipped. If the fixed position box is not visible in the initial containing block, it will not print".
