[CSS21] Grammar references for inherit, auto, none, and other keywords... from Justin Rogers on 2008-07-28 (www-style@w3.org from July 2008)

I've looked a bit and can't seem to find where we lock down these keywords. I'm assuming that inherit is really {I}{N}{H}{E}{R}{I}{T} based on how other browsers match and I know we've been slowly locking down other keywords (or at least talking about them) such as "url(" being instead {U}{R}{L}"(".

I want to make sure there aren't open opportunities for a bunch of filters caused by Unicode case folding.
