No. The idea of CSS is to ignore unsupported rules.

Even if we'd make such MIME type, it should be: "text/css;level=2.1".

Note that there also CSS extensions, hacks etc. Then what, 
"text/css;level=2.1;exts=iefixes+opera+mozilla+scrollbarcolors"?
