What does it mean, no change? The grammar excludes backslash
followed by newline from the escape token
escape {unicode}|\\[^\r\n\f0-9a-f]
but the prose says that it's ok.

"Any character (except a hexadecimal digit) can be escaped with a backslash"

I don't think this issue is resolved until the spec is self-consistent.
