[css3-multicol] negative values on 'column-count'?

http://www.w3.org/TR/css3-multicol/#column-count currently says that
negative values are accepted for 'column-count'.  This doesn't make
much sense to me.

It seems like the spec should say that negative values should be a
parse error, and probably also that 0 should be a parse error.
