Yes, fit and fit-position are the same as what I was proposing modulo naming. It is a bit odd that nobody taking part in the WHATWG discussion was aware of these properties. Searching in the www-style archives I can't find much discussion at all of them and there are no implementations yet as far as I can tell, so perhaps that explains their relative anonymity. In any event, is there any particular reason why this is in paged media? It seems to me that it is more related to the box model.
