Indeed - although @charset is precisely defined by the link to the CSS 
2.1 specification - the wording is wrong.
I would suggest to change the word 'set' to 'encoding' in the sentence, 
so it would read:
@charset      Defines character encoding for the style sheet.

I do not fully understand the typo, but I am willing to fix it.
Could you give me some more clues about it.
