In http://www.w3.org/TR/CSS21/visuren.html#position-props all four properties have the same note that suggest positioning for inline elements is against something other than the padding edge. When you actually look at the containing block definition http://www.w3.org/TR/CSS21/visudet.html#containing-block-details this appears to be untrue. (It was true in a previous version of CSS 2.1 when inline level was against the content edge.)
