CSS 2.1 (http://www.w3.org/TR/2007/CR-CSS21-20070719/) doesn't specify how a UA is to determine the intrinsic size of a pixilated image. I thought we had agreed-upon verbiage to specify this (members can see the thread starting at [1] below); but it didn't make it into the spec... GCPM addresses the question by saying one image pixel is equivalent to one CSS px unit.
