The CSS WG published a new draft, the first of a new series, called "Cascading Style Sheets (CSS) Snapshot 2007." See http://www.w3.org/TR/2007/WD-css-beijing-20071019 The goal of the document is to list all the parts of CSS that are considered stable and that thus make up the current state of CSS. Because there are so many parts of CSS still under development, it is often difficult to know which parts can be safely implemented or used. The CSS specifications in this document are all considered stable and have been shown to work. It is a short document, it doesn't define any properties, but it tries to explain the process a bit by which CSS grows. Comments are welcome. Please send them to this mailing list, <www-style@w3.org> and prefix the subject line with "[css-beijing]" as I did on this message. That helps the working group to find the comments.
