[css3-multicol] "applies to"

The "applies to" line for column-width and column-count should probably
say "non-replaced block-level elements, table cells, and inline-block elements"
just like for 'overflow'. (Actually it should probably say "table cells, inline-blocks,
and block-level elements except tables".)
