Re: [CSS21] XHTML versus HTML table rendering example

The CSS WG decided to _not_ change the spec based on Anne van Kesteren's 
comment[1] on why overlapping table cells aren't required. (Although we 
allow various legacy renderings of illegal HTML tables, including those 
with overlapping cells, we prefer not to try and define any of those 
renderings in CSS level 2.)
