According to me there is no basis for applying namespaces to attribute values. Attribute values are not affected by the namespace specification. See http://www.w3.org/TR/2006/REC-xml-names11-20060816/#ns-using, which refers to http://www.w3.org/TR/REC-xml/#NT-AttValue. The only processing that is performed on attribute values is the resolution of references. As a consequence, I don't see how CSS could express rules in terms of namespace-governed attribute values.
