[css3-namespace] Conformant style sheet: Definition?

This is a QA Review comment for "CSS Module: Namespaces"

In section 3.1 about syntax, it is said that:

	A syntactically invalid @namespace rule (whether 
	malformed or misplaced) must be ignored. A style sheet 
	containing an invalid @namespace rule is non-conforming.
	]]]

What is a conforming style sheet? 
Where the conformance rules are defined?
Give a link to these rules.
