The document has been republished since and the last version is "Namespaces in XML 1.1 (Second Edition)" published on August 16, 2006. Update your document for correct links. * The reference for "Namespaces in XML 1.1" is given in the Informative references section. If the intent of the WG is to use the nomenclature of XML Namespaces 1.1 with a proper meaning. It is not anymore an informative reference, then the reference MUST be in the normative references section. * Then Later on in the document in Section 3 "Declaring Namespaces:…" there is a reference to XML Namespaces [REC-XML-NAMES] which is yet another version of XML Namespaces. Be consistent in your references to XML Namespaces.
