http://www.w3.org/TR/2006/WD-CSS21-20060411/ui.html#propdef-outline-width says for the computed value of 'outline-width' that "absolute length; '0' if the outline style is 'none' or 'hidden'" where some further clarification of 'outline-style' says that 'hidden' is not a legal value for 'outline-style'...
